I am writing this letter to support Dr. Priya Raghavan's application for AIITE Fellowship. I am Dr. Alan Mercer, Head of Platform Engineering at Northwind Systems, with nineteen years of experience in distributed systems and a doctorate in computer science. My responsibilities include reviewing the architecture, reliability, and operational performance of large-scale data platforms.

I worked directly with Dr. Raghavan from 2019 to 2023 while she led the team responsible for our multi-region data replication layer. We were peers on the architecture review board, and I regularly reviewed her proposals and the results of their implementation. This gave me firsthand knowledge of her technical contribution, leadership, and professional judgment.

I can verify that Dr. Raghavan originated the consensus-reconciliation approach described in her application. Before its implementation, our failover process required manual intervention and averaged forty minutes of degraded service. Following implementation, the comparable recovery interval fell to under ninety seconds without operator involvement. I reviewed the original design and the operational records supporting these results. Although delivery involved a team, the underlying reconciliation approach was her identifiable intellectual contribution.

Her contribution went beyond routine project delivery. She identified a fundamental limitation in the existing reconciliation model, developed its replacement, and led the work through architecture review and implementation. Over the four years we worked together, I observed sustained technical responsibility and sound judgment in decisions affecting a critical production system.

Beyond that project, I can point to two further examples from our time working together. In 2021, she led the migration of our storage layer off a vendor platform that was being deprecated, coordinating five engineering teams across three time zones, resolving the hardest compatibility issues in the replication protocol herself, and completing the migration two months ahead of the vendor's shutdown deadline with no customer-visible downtime. In 2022, she redesigned our capacity-planning process for the replication tier; it was adopted company-wide, cut infrastructure spend on that tier by roughly 30 percent, and improved p99 latency at the same time.

I have reviewed the portions of her Fellowship application describing these projects, her responsibilities, and their operational outcomes. They accurately reflect the work and results I observed. I also verified her stated USENIX ATC 2022 presentation against the published conference program.

In my assessment, these contributions provide substantial support for her readiness for Fellowship, particularly under Innovation and Adoption, Leadership and Responsibility, and Organizational or Industry Impact. My recommendation rests on the significance of her work and her attributable results, rather than her title or length of service.

My endorsement is based on an independent technical assessment of her published work, conference presentation, and documented external adoption. I have been particularly impressed by the practical relevance of her contribution to distributed data systems.

I am Professor of Computer Science at Westbridge University, with twenty-two years of research experience in distributed systems and fault-tolerant computing. I served as program chair of the International Conference on Fault-Tolerant Distributed Computing in 2021 and received the Society for Dependable Computing's Distinguished Research Award in 2023. My research addresses consensus, replication, and recovery protocols, providing a direct basis for evaluating the contribution discussed here. My university faculty profile lists my appointments, publications, and professional recognition.

I first encountered Dr. Raghavan's consensus-reconciliation approach when I attended her USENIX ATC presentation in 2022, "Consensus Reconciliation for Reliable Multi-Region Recovery," and subsequently examined the accompanying paper. From 2022 through early 2026, I followed the work's application through published technical accounts. What impressed me was the connection between her analysis of the problem and a method that engineers could implement and evaluate. In my assessment, this is a substantive technical contribution with practical relevance to organizations operating multi-region data systems.

I reviewed two external engineering accounts: Cedarbridge Cloud's "Applying Consensus Reconciliation to Multi-Region Recovery," published in September 2023, and Harborline Technologies' "Reconciliation-Based Failover in Production," published in June 2024. Both identify Dr. Raghavan's work and describe applying the approach to their own systems. I also examined its discussion in the Society for Dependable Computing's "Practice Guide to Multi-Region State Recovery," published in November 2025. These sources provide an identifiable basis for assessing adoption beyond Northwind Systems.

This progression from technical contribution to external implementation is particularly persuasive. The engineering accounts describe how other practitioners adapted her approach to their own operational constraints. Its subsequent discussion in professional guidance further demonstrates its relevance to practice. Together, these sources support my assessment that her work has made a meaningful contribution beyond its original organizational setting.

I consider this record strong support for conferring AIITE Fellowship on Dr. Raghavan, particularly under Innovation and Adoption and Research and Knowledge Advancement. The documented external use also supports consideration under Organizational or Industry Impact. I would be delighted to see AIITE recognize a professional whose work has helped other practitioners address a demanding engineering problem.
